Will I still get my check if I didn't pay off my taxes this year?

I owed more than I expected and couldn't afford to pay the entire amount, so I'm going to set up an installment plan. Will I still get the $600? It would be nice if I could put it toward the amount, but I heard that they are not doing this because that is exactly what they don't want to happen; that they want us to put that money back into the economy, not use it to pay off debt. Can anyone confirm?
