Decrotive stone sealent/adhesive?

I have noticed around towns and citys aggregate/pebbles around tree bases. These pebbles have been treated with some form of clear adhesive that bonds all the pebbles together I presume to stop people picking them up and causing damage or to stop them spreading onto the pavements for safety reasons. Does anyony know what this is and where it can be purchased?
